Fubara: Delivering massive infrastructure in Rivers state without borrowing

The Trans-Kalabari Road is rapidly transforming from a vision into a reality under Governor Siminalayi Fubara’s administration.

By this early 2026, the project has achieved major milestones, with critical piling and bridge-work connecting the riverine hinterlands to the state’s economic hub. This project is a key pillar in unlocking the “Blue Economy,” fostering maritime trade and tourism in previously isolated communities.

What sets this era apart is the simultaneous execution of the ₦195 billion Port Harcourt Ring Road. While the Trans-Kalabari project opens the coast, the 50km Ring Road is on track for its October 2026 completion, designed to decongest the capital and spur urban expansion across six local government areas. Together, these projects represent the largest infrastructure drive in the history of Rivers State.

Most impressively, the Governor is delivering these multi-billion naira landmarks through a debt-free fiscal model. By utilizing Internally Generated Revenue (IGR) rather than external loans, the Fubara administration is modernizing the state’s landscape while protecting its financial future. This commitment to sustainable, self-funded growth ensures that “Project Rivers” succeeds without the burden of long-term debt.
